Proposed Care Home and Retirement Living

Welcome to the community consultation website for a proposed new care home and retirement living development at the Westbrook Crescent site, located at the Westbrook Centre, Warrington.

These proposals are being presented by McCarthy Stone, who are delivering the retirement living apartments, and Liberty Care Developments, who are delivering the care home.

Why are we sharing these proposals?

We are preparing to submit a planning application to Warrington Borough Council for the redevelopment of the site, and we want you to have the opportunity to view what we are proposing and share your feedback.

Where is the site?

The site is located to the north of Westbrook Crescent and forms part of the Westbrook Centre in Warrington.

Now a vacant brownfield site, it was previously used by a restaurant (which closed over 20 years ago) and most recently used as overflow car parking space for the Centre. But it has remained empty and out of use since 2022.

What are we proposing?

McCarthy Stone and Liberty Care Developments are proposing to redevelop the site to provide retirement living apartments (for over 55s) and a separate residential, nursing, and dementia care home. You can find out more about the proposals by looking at the proposals page of this website.

Contributing to a local need

The proposals for the site have been specifically designed to respond to a local need. The population of the country is ageing, and with an existing housing crisis, it is becoming ever more important to provide suitable housing and care for those in need.

Warrington as a borough has an older population than the average in England. Between 2011 and 2021, the proportion of people aged 65+ grew by 24.5%, and it is projected to grow further (ONS census 2021 data).

Residents should have the opportunity to stay close to their hometown and to their family in later life. Dedicated retirement living developments and specialist care facilities, in central locations such the Westbrook Centre, provide that opportunity, helping free up family housing for younger families, whilst also contributing towards local regeneration.

We strongly believe that this development will be a local asset and represents an important opportunity to meet an acknowledged and growing need for specialist local housing.

Making Retirement Living More Affordable

McCarthy Stone strongly believe that all residents should have the opportunity to access this style of retirement living. As such, they have developed a new way of delivering these developments that can make them more affordable. Through adopting approaches like modern methods of construction the overall development cost can be reduced, which ultimately reduces the cost of the apartments for residents.
